WHO WE ARE
NCCC is composed of a group of owners of approximately 100 large Texas private
licensed early childhood care and education centers.

- Assure a licensed/regulated environment for all Texas children in care outside their own
homes.
- Promote the increase of reimbursement rates for Texas children in subsidized child care.
- Assure that all Texas providers of Prekindergarten educational services are allowed the
opportunity to participate in the delivery of publicly paid Prekindergarten services.
MISSION
The NCCC is organized to advance and promote legislation, public policy and
regulations that assure the safety, health and education of Texas children in care
outside their own homes.

demonstrated the ability and
practice of preparing Texas

their entry into the public school

INCREASED
REIMBURSEMENT RATES
The current level of
reimbursement for subsidized
child care jeopardizes the safety
of the children. We take the
position that the responsibility
to provide subsidies for child
care carries with it the
responsibility to assure that the
children are safe. We hold that
immediate increases are
essential to assure the safety of
the children in care.

- Build the NCCC membership to include all stakeholders who are concerned about and
dedicated to achieving these goals.
- Retain the services of an attorney experienced in government and administrative law.
- Retain the services of an experienced and respected legislative consultant.
- Retain the services of an experienced message and marketing consultant.
- Build relationships with legislators and agency personnel who will author, file and carry
policy and regulatory initiatives.
- Build a grassroots organization to support policy and regulatory initiatives.
